Wolfsburg have announced they have signed Jeffrey Bruma from PSV on a five-year deal.
Bruma, 24, has been heavily linked with a move away from the Dutch champions this summer and had been touted with a return to Chelsea.
The Netherlands international left Chelsea for PSV in 2013 and excelled in the Champions League last season, which led incoming Blues manager Antonio Conte to personally contact Bruma offering him a return to Stamford Bridge this summer.
Inter were another team closely linked with a move for the strong defender but Wolfsburg have won the race and paid a reported £10m to acquire his signature.
“We are delighted that Jeffrey has opted to sign for VfL Wolfsburg. He comes here with the confidence gained from a championship win,” director Sport Klaus Allofs told their official website.
“He also knows the Bundesliga from his time at Hamburger SV and can boast quite an amount of international experience. We are sure that he can quickly become a vital pillar without our squad.”
Bruma finished in the Champions League team of the season last year after only Atletico Madrid centre back Diego Godin (7.56) secured a higher WhoScored.com rating than the PSV star (7.53).
