Tottenham languished 23 points behind champions Manchester City last season and Pochettino may have to replace Danny Rose, Toby Alderweireld and Moussa Dembele this summer.
Rose and Alderweireld have been heavily linked with moves to Manchester United, while Dembele has attracted interest from Italy and China.
Sanson, who has previously been linked with a move to the Premier League, has now emerged as a top transfer target for the north London outfit.
The 23-year-old is a versatile midfielder that can play in front of the back four and in an advanced role behind the striker.
Sanson, who joined Marseille in January 2017, made 25 starts in Ligue 1 last season, scoring nine goals and providing two assists.
